Issuing a notice from database

If you are unable to use the e-File system or require a paper copy of your criminal record, you may request an official document from the Criminal Records Database confirming your criminal record or the absence thereof. To do so, you must send a completed application to the Criminal Records Database by email ([email protected] ) or by post to: Lubja 4, 19081 Tallinn.

In the case of a chargeable query, please attach a copy of the document confirming payment of the state fee to your application. Information on paying state fees can be found on the State Fees page.

The application must be signed on paper or digitally (this requirement arises from clause 15 (2) 6) of the Criminal Records Database Act). Unsigned applications cannot be processed.

Application forms: 

No reception is held at the premises of the Centre for Databases and Information Systems, and applications are not accepted there.

The notice from database will be issued:  

  • As a digitally signed file (PDF), which is sent to the email address specified in the application. To open the document, you will need ID card software, which can be downloaded  HERE.
  • A paper document bearing a signature and stamp will be sent by post to the address provided in the application.

The Criminal Records Database only issues notices in Estonian. If necessary, please contact a sworn translator.

The response to the request will be issued within two (2) working days. If you wish to receive the response by standard post, please allow for the additional delivery time of AS Eesti Post (Omniva) (from a couple of days to two weeks).
